Superintendent's Office

S. Shawn Bell has dedicated more than 25 years to public education, with nearly two decades of service to the Oro Grande School District. Since joining the District in July 2007, Mr. Bell has served students, families, and employees in a broad range of instructional and administrative leadership roles. In August 2026, he was appointed Superintendent, bringing to the position extensive experience, a deep understanding of the District and its schools, and a longstanding commitment to the Oro Grande community.

 

Throughout his tenure with the District, Mr. Bell has served as an elementary teacher, mathematics teacher, athletic director, and football coach while advancing into school and district leadership. Notably, he served as the first Elementary Principal of Riverside Preparatory School, helping establish the foundation for a school that has become an important part of the District’s educational community. His subsequent leadership roles have included middle school principal, high school principal, Director of Special Education, Director of Personnel, Executive Director of Personnel/Human Resources, Assistant Superintendent of Personnel/Human Resources, and member of the District’s executive leadership team.

 

Mr. Bell’s experience encompasses PreK–12 education, human resources and personnel administration, special education, labor relations, staff development, school operations, and organizational leadership. Throughout his career, he has remained focused on creating educational environments in which students can thrive, employees are supported and empowered to succeed, and families are valued as essential partners in the educational process.

 

Mr. Bell earned a Master of Science in Special Education and an Administrative Services Credential from National University and a Bachelor of Science in Communications from California State University, San Bernardino. He is actively engaged with professional organizations including the Association of California School Administrators (ACSA), AASA, The School Superintendents Association, the California Public Employers Labor Relations Association (CALPELRA), the Society for Human Resource Management (SHRM), and the Western Association of Schools and Colleges (WASC). He has also presented at statewide educational conferences on leadership, human resources, and personnel practices.

 

As Superintendent, Mr. Bell is committed to honoring the District’s history while continuing to move the organization forward. His leadership emphasizes academic excellence, responsible stewardship, innovative educational opportunities, strong schools, and meaningful partnerships among students, employees, families, and the broader community.
